Rigger Identified Through Police Internet Search Program

Police arrested Ira Charles F. Rigger Jr., owner of the Padonia Park Club, on charges of child pornography after tracking his IP address through an Internet search program, according to Baltimore County court records. 

The search, which used keywords associated with child pornography, returned a list of files containing child pornography belonging to Rigger's IP address, police said. One file showed intercourse between an 8-year-old girl and a 12-year-old boy, and another featured a pubescent male fondling and later having sex with a girl who appears to be 9 years of age. 

The investigation began on January 25. 

According to police reports, Rigger, 52, of the unit block of Thurkill Court in Cockeysville, was identified as the subscriber of the IP address after a subpoena was issued to Verizon. 

Charging documents show the police later learned the FBI also had an active investigation involving this IP address. They also discovered child pornography was downloaded from an IP address registered at the Padonia Park Club. Police knew Rigger owned the business, which includes both a swim club and a year-round child care facility. 

After executing a search warrant at Rigger's residence on March 10, police said they found child pornography files on his laptop. 

When interviewed, Rigger initially denied viewing or downloading child pornography on his computers, but later admitted that he had been doing so for five years, according to charging documents. He said he had viewed and downloaded images of girls as young as infants through teenagers, and prefers still images of young girls in the nude. 

Rigger was released after posting a $250,000 bail on June 16. He has been court ordered to stay off the grounds of the Padonia Park Club and not have contact with anyone under the age of 18. He must also refrain from using the Internet. 

The State's Attorney's office has yet to set a trial date for Rigger.

Rigger is also the president and CEO of the Padonia Park Club.
