Temperatures were below freezing, and the cold weather and icy conditions complicated the fire department's operations, according to the county, which said salt trucks assisted at the scene.

Two residents of the complex were taken to Northwest Hospital with injuries not believed to be life-threatening, according to the county's report. They were treated for smoke inhalation, ABC 2 News said.

Baltimore County said the Red Cross was assisting those who had been displaced.

Officials said the cause of the fire was under investigation Thursday.
