It was taken sometime between 1930 and 1932 from the Bonnie Blink Masonic Home, according to an entry in the Baltimore County Public Library catalog.
It's hard to imagine the area now dominated by the outdoor Hunt Valley Towne Center as a patch of rolling hills and farmland, but that's why historic photographs are great.
